Responsibilities
• Prepares and approves the following plans to ensure that the availability, expenditure and • safety of the Foundations facilities are in line with its targets and objectives: • Divisional objectives & targets. • Five-Year Safety Plan. • Yearly major activity plan. • Assists Management in the development of safety policies and procedures. Reviews & evaluates the implementation of relevant procedures & standards, advices management of any variances and recommend remedial action for correcting the variances. • Develops emergency and contingency plan for management approval to deal with major and minor incidents i.e. road accident, fire outbreak, construction accident and all cases affecting the safety of the Education City. Plans and co-ordinate major emergency response drills and ensure that all concerned are fully aware and are well trained in their respective responsibilities for such plan. • Develops and maintains the Qatar Foundation Loss Prevention Program. Ensure continuous review and update of the program to meet changing requirements. • Maintains knowledge of current best practice in safety, Loss Prevention and Fire fighting Technology in the Civil Defense and other relevant organizations. Recommends improvements to QFs activities as appropriate. • Carries out studies on safety as related to the QF activities. Prepares corporate five year safety Objectives and long range strategies. • Ensures that all necessary plans and resources are in place to deal with all foreseeable major incidents. • The incumbent is responsible for enhancing the knowledge and skill levels of all his staff through his guidance and by nominating them to: o In-house courses to enhance their technical, safety, supervisory, and man-management skills. o By organizing dedicated, tailor made, specific manufacturer equipment courses relevant to the nature of activity. • Maintains contacts with industrial operators, experts and organizations, to keep abreast of current state of the art practices, equipment activities that relate to safety. Attends seminars or conferences as deemed useful and maintains an interest and awareness of improvements within the Education City. • Monitors QF and Contractor’s overall safety performance generate and provide reports of safety performance and advise Management of the outcome. • Incumbent constantly reviews and monitors staff performance and submits signed staff • reports to his Manager. He makes recommendations on: o Promotions, based on continuous good performance. o Disciplinary action after counseling because of poor performance, unsafe acts, misconduct etc. • Formulates career development plans regarding safety for Departmental staffs, with particular emphasis on Qataris. • Carries out other similar or related duties which include representing the Corporation in Safety and Fire conferences/seminars, delivering presentations to Management and visitors relating to Safety. • Incumbent reviews and submits regular reports, monthly reports, incidents / accident reports etc. and presents them to his manager for wider distribution. • Incumbent acts in the capacity of Manager – HSSE as and when required.

Profile • The incumbent must be a University graduate in an Engineering Discipline or equivalent qualification along with supplementary courses in loss prevention Management, environmental control, Occupational Health and Supervisory Management, NEPOSH course. • Must be a certified safety professional and an accredited safety auditor from an internationally recognized Institute or Association • Must have excellent knowledge of English (written and oral) • Knowledge of Arabic will be an added advantage. • Must posses over 10 years experience in all aspects of Safety, and Fire Prevention related activities within the high hazard industries, inclusive of 5-7 years at a management level
